Ivan Šramko

Chairman of the Council

Born on 3 September 1957, Ivan Šramko graduated from the University of Economics in Bratislava (Faculty of Management) in 1980. After graduation, he worked for Železničné staviteľstvo Bratislava and the AVEX joint-stock company in managerial posts with financial departments (1981-1990). In 1990-1991, he served as Deputy CEO of VÚB ING, a. s., (banking advisory company). In 1991-1992, he led a taskforce of the VÚB bank commissioned to set up the joint VÚB–Credit Lyonnais bank. In 1992-1998, he served as the CEO of Istrobanka, a. s., and as Vice Chairman and, subsequently, Chairman of the Board of Directors. In 1998–2002, he was on the managing board of Tatra banka, a. s., Bratislava, and a member of the bank’s Board of Directors (2000–2002). From 1999 to 2001, he was a member and, between 2001 and January 2002, Chairman of the Supervisory Board of the Slovak Banking Association. From 11.01.2002 to 31.12.2004 he held the post of Vice Governor of the National Bank of Slovakia (NBS) and was appointed NBS Governor on 01.01.2005. Upon expiry of his NBS mandate in 2010, Ivan Šramko was appointed as Slovakia’s ambassador to the OECD. In 2012, he became Chairman of the Council for Budget Responsibility.

Ľudovít Ódor

Ľudovít Ódor

Member of the Council

Ľudovít Ódor is a member of the Council for Budget Responsibility. After graduation in mathematics and management from the Faculty of Mathematics and Physics of Comenius University, he worked as a financial market analyst for ČSOB bank and, in 2001-2003, as an economist with the Slovak Rating Agency. Between 2003 and 2005, he was the chief economist and Director of the Institute for Financial Policy at the Ministry of Finance. He then worked (until September 2010) as a member of the Bank Board of the National Bank of Slovakia and, subsequently, as an advisor to the prime minister and finance minister (2010 to 2012). Ódor is the author of numerous publications, both in Slovakia and abroad, and co-author of a number of reform projects, including the Constitutional Act on Fiscal Responsibility. He is married and has two children.

Anetta Čaplánová

Anetta Čaplánová

Anetta Čaplánová graduated from the Faculty of National Economy, University of Economics in Bratislava in 1989, during her university studies she also studied journalism at the Faculty of Philosophy, Comenius University in  Bratislava.  Between  1989-1992 she was a research fellow at the Comenius University in Bratislava and at the University of Economics in Bratislava. Between 1991-1993 she studied postgraduate study of English language at the Comenius University. In 1995 she obtained her PhD degree from the Faculty of National Economy, University of Economics in Bratislava.  She spent part of her doctoral studies at the Tilburg University, the Netherlands, and at the University of Antwerp, Belgium. In 2003 she passed the habilitation in the specialisation National Economy,  in 2012 she was appointed a full professor of Economic Theory by the President of the Slovak Republic. She has been a faculty member of the University of Economics in Bratislava since 1995. Between 2009-2015 she was a Vice-rector of the University, in the first period responsible for the management of academic projects, then for research and doctoral studies. She has active and fruitful cooperation with universities and research institutions from abroad, at some of them she spent longer research stays (e.g. IMF, International Center for Economic Research, Torino, University of Bath, Oklahoma State University). These activities led to numerous research and teaching related results. She is an author and co-author of 175 professional publications, 48 of them published outside Slovakia. Her publications led to 383 recorded citations, out of them 98 from the international academic community. In her research she focuses on public economics, new institutional economics and public choice.
