Sovereign credit ratings in the European Union: a model-based fiscal analysis

The paper presents a model-based measure of sovereign credit ratings derived solely from the fiscal position of a country: a forecast of its future debt liabilities, and its potential to use fiscal policy to repay these. This measure is used to calculate credit ratings for fourteen European countries over the period 1995-2012. It identifies a European sovereign debt crisis almost two years before the official ratings of the credit rating agencies.

Vito Polito,
University of Bath

Vito Polito joined the Economics Department of the University of Bath as Senior Lecturer in October 2013.He received his PhD in Economics from the University of York in 2009; and before coming to Bath he held posts of Doctoral Fellow at the University of York (2007-2008) and Lecturer in Economics at Cardiff University (2008-2013). Vito was specialist tax consultant for the Italian Ministry of Finance from 2003 to 2008 and macroeconomic consultant for the London School of Economics (International Programmes) in 2008 and 2009. His main research interests are economic applications of optimal control theory, fiscal policy sustainability, macro-finance models and taxation of income from capital.
